• W3178935596 abstract "본 연구는 노인장기요양보험 급여비용 심사실태를 분석하고 정책적 시사점을 도출하는 것을 목적으로 하였다. 이를 위해 국민건강보험공단 심사업무 담당자, 공급자(요양시설 시설장, 재가기관 시설장)로 구성된 총 3개 관련 집단을 대상으로 초점집단면접조사를 수행하여, 노인장기요양보험 급여비용 심사업무 인식, 실태와 문제점, 개선방향 등에 대한 의견을 조사하였다. 본 연구의 분석결과, 심사 업무 인식에 관해서는 참여자들의 구분 없이 전문성을 강조하였으나, 심사 실태에 대한 인식에서는 심사업무 담당자와 공급자의 인식 차이를 발견할 수 있었다. 심사업무 담당자는 업무의 정체성을 공급자는 업무량을 문제로 인식하고 있었다. 심사 개선방향에 대해서는 심사업무 담당자는 사전 부당예방 강화와 업무환경 변화를 공급자는 교육 및 상담체계 마련과 서비스 질 제고를 위한 심사의 방향 설정을 제시하였다. 이러한 분석결과를 바탕으로 장기요양기관에 대한 청구 전문성 교육 강화, 서비스 내용 심사 방안 마련, 급여제공기록지 전산화, 서비스 질 제고를 위한 심사체계 개선 등을 정책적 시사점으로 제안하였다.This study aims to analyze the status of the long term care benefit cost review system for the elderly and to derive policy implications. Using a quantitative research method, a focus group interview(FGI) was conducted for a three related groups consisting of the National Health Insurance Corporation s staffs for the review the cost and service providers(the heads of nursing facilities and home-care agencies) to investigate opinions on the status, problems, and improvement. The analysis highlighted expertise in the recognition of the review procedures without distinction among participants, but the difference in the recognition of the review status between the staffs in NHIS and service providers. The staffs recognized the identity of the work as a problem whereas the service providers noted the workload as a problem. The staff suggests to enhance the advanced prevention of false claims and the change in working environment as for the improvement direction of the benefit cost review. Based on the results of this analysis, policy implications were included reinforcing education on building expertise for long-term care facilities, introduction of the service provision review, the development of ICT benefit provision records, and improvement of the review system to ensure high-quality service." @default.
