Despite the simultaneous breakout of the digital revolution, there is a relative absence of notable and accessible accounts, scholarship, and analysis by actors from the Global South in the digital sphere. This chapter discusses some of the reasons for this digital gap, noting especially how this relatively overlooked aspect may be leading to delegitimization of knowledge from the Global South. While significant, the TRIPS Agreement was not the most important technology-related milestone to take place in the 1990s: that position surely goes to the commercial popularization of the Internet." @default.
