The education system plays a key role in the accumulation of human capital. In a broader context, education, in addition to formal coverage, also includes informal forms of acquiring knowledge and skills. Formal education is acquired in various educational institutions, and informally outside official educational institutions, and the same is most often shaped under the influence of family, work and society as a whole. In addition to the economic effects, investing in education brings a wide range of non-economic benefits that can be said to be many times more significant than strictly material benefits.In the light of the economic effects of the education system, the central place belongs to higher education. The higher education system has a special place in the accumulation of human capital. The ability to perceive, analyze, approach and solve increasingly complex tasks in the economy and society implies competencies that are predominantly acquired in higher education institutions. The basic mission of higher education is the transfer and creation of scientific knowledge and professional competencies of individuals who are expected to ultimately lead to the progress of society as a whole. The higher education system trains professionals of various specialties who, in turn, are a key driver of growth and development of companies and countries. The fact that new jobs are being created in areas characterized by the engagement of the largest number of highly educated workers is a great challenge for all education systems in modern conditions.Having previously noted the remarks in mind, the paper attempts to shed light on the role of the modern state in the organization and functioning of the higher education system in global relations. In that sense, the paper first emphasizes the distinction between the two approaches of the state in the process of regulating the functioning of the education system - the state that controls and the state that evaluates. It was pointed out that the first implies a prominent role of the state in regulating the education sector. The laws that regulate this area are of a commanding nature, having in mind the procedure of establishing educational institutions, enrolling students, advancing and completing certain forms of educational content. The evaluating state has a slightly different view of the organization and functioning of the higher education system. Regulations related to the field of higher education systems are relatively flexible and mainly specify the basic characteristics of the system. The focus in this model is on the results of the educational process, while the choice of how to achieve these results is left to the actors within the educational system. Finally, the paper uses the presentation of actors, autonomy of lecturers and educational institutions, decision makers and implementation of reforms depending on the type of modern state in the organization and functioning of the education system (sovereign state model, corporate pluralist model, institutional model and market model). It was concluded that these models differ in terms of actors involved in education management, the degree and nature of autonomy of educational institutions and teachers, the way education policy is formulated and implemented, and the quality of the system or reform success." @default.
