Various efforts with legal support and in respect of the constitutional rules of different countries, as well as international treaties and conventions common to the objective of the 155 leaders of them, aiming to regulate situations in which the legislation itself did not effectively affect the social order, suggesting adjustments through public policies that in turn encountered a series of obstacles in the planning, implementation and monitoring phases of its principles. In turn, the primary objective of Education is to give the individual the possibility of a dignified life through the transmission of essential knowledge to guarantee the necessary skills for the exercise of their citizenship. Transcendent to this is the social need to mirror these human virtues in improving joint humanitarian work to emancipate people especially in the exercise of their civil rights in a socially responsible manner directed to the demands of the labor market, in addition to the humanitarian issue. The role of education in this transnational context broadens the legislative view to the territory of diffuse rights, insofar as individuals are at odds with the utilitarian and collective sense of the educational task as a priority for governments, which compulsorily obligate themselves not only to offer it in national character, state and local levels, as well as correcting asymmetries and distortions due to specific circumstances of each region, not just due to a tax policy of resource availability, but also financial as well as economic and social viability with respect to the legal order and commitment of public managers to the nation, especially to the citizen. Hence the need to contemplate educational rights in the line of Diffuse Rights, transindividual to analyze the socio-legal and socio-political perspective considering that losses in the quality of education inhibit the perspectives of the millennium to overcome expectations regarding the improvement of quality of life and in the constant civilizing process where education is undoubtedly a master axis of support among other fundamental rights. This article, therefore, intends to reflect on the role of Education in the formation of citizens considering how it was said, economic, legal, and social emergencies of the new Millennium, beyond national borders, demanding public policies diligently elaborated and monitored." @default.
