• W3186658231 abstract "The study focuses on the assessment of the effectiveness of monitoring and evaluation of a poverty reduction projects, a case of TASAF in Kinondoni Municipal Council in Dar es Salaam. The specific objectives of the study were to examine perceptions of the beneficiaries of TASAF projects in poverty reduction, to evaluate challenges facing monitoring and evaluation of poverty reduction projects under TASAF and to determine measures to address challenges facing monitoring and evaluation of TASAF projects in improving lives of the poor people. The study used purposive sampling and simple random sampling techniques. Data were collected using questionnaires interview and documentary literature review which analyzed using SPSS and explained in descriptive statistics. The findings revealed that the effectiveness of monitoring and evaluation of TASAF projects is in jeopardy. This state of affairs is attributable to various challenges such as lack of adequate and skilled employees, poor allocation of funds for M&E activities and untimely release of M&E budget, poor allocation of funds for M&E activities, lack of information system for M&E, poor M&E training, satisfaction and lack of stakeholders’ participation. Measures suggested for overcoming challenges facing TASAF in monitoring and evaluations of its projects are recruitment of adequate and skilled M&E employees. The findings revealed that 92.5% of respondents argued that for TASAF to perform well on its monitoring and evaluation it should make sure it has the deployments of the right people with the right skills. The study recommends that it is important for TASAF to improve employees’ salary and benefits, to train its employees for every project since each project have different requirements.
