- W3199904445 abstract "ABSTRACTHow successful have countries in Asia been at vaccinating their populations against COVID-19? What explains the broadly similar pace of rollout across countries in the region despite diverse governance capacities, demographic compositions, resources and economies? This paper presents a comparative analysis of the planning and implementation of national vaccination drives against COVID-19 across 21 South and East Asian countries. We advance an analytical framework to understand the different challenges countries encounter and distinguish three key factors on both the national and international level—vaccine shortages, governance capacity for mass vaccination and vaccine hesitancy. We apply the analytical framework to national vaccination drives, offering a snapshot of countries’ vaccination progress as of early 2021, and conclude with general trends for the COVID-19 vaccine rollout across the region.KEYWORDS: COVID-19 vaccinationGovernance capacityVaccine hesitancyVaccine shortageMisinformationvaccine politicization Disclosure statementNo potential conflict of interest was reported by the author(s).Notes1 Figures are as of 26 April 2021.2 COVAX is part of the Access to COVID-19 Tools (ACT) Accelerator, established in April 2020 in response to COVID-19. COVAX aims to accelerate vaccine development, and guarantee its fair and equitable access. The COVAX Facility is a procurement mechanism that pools resources from participating countries to purchase and distribute vaccines.3 According to UNICEF, India has received deliveries of 10 million doses from COVAX Facility and we reflect this estimate rather than undisclosed first round allocations. Thereby, our estimates here can be interpreted as a lower bound.4 CanSino Biologics and Janssen vaccines were estimated as single-dose vaccines. Data on population (2019) is derived from the World Bank’s population data. Data on population estimates for Taiwan is derived from the UN Population Estimates.5 Country sources are listed in Appendix 16 Country classifications into economic groups follow the World Bank which uses GNI per capita in current USD of the previous year to assign countries to 4 income groups—low, lower-middle, upper-middle and high-income.7 Since writing the paper, Bhutan has vaccinated nearly 90% of its population (Regan, Citation2021), overcoming the accessibility related governance capacity challenge.Additional informationFundingThis work was supported by the National Research Foundation of Korea (2020K2A9A0109632611).Notes on contributorsJungwon HuhJungwon Huh is HK research professor at Seoul National University Asia Center.
