- W3202023453 abstract "This paper offers a close examination of the Wiehahn Commission’s attempt to remake South African industrial relations during the late 1970s and early 1980s. As part of a concerted effort to blunt the emergence of independent Black trade unions, the Commisson of Inquiry into Labour Legislation (1977-1979) sought to eliminate what they called “dualism” in South African labour law. While this referred to the workplace racial divisions governed by apartheid, such dualism also pointed to a highly corporatist system of national-level bargaining for white workers and the restriction of Black worker organization to single enterprises. Using the records of the Wiehahn Commission, trade union documents, and cases heard by the newly instituted Industrial Court, this paper argues that the late apartheid state hoped to push organized black workers into corporatist structures that would dilute their potential militancy. For their part, Black workers and their newly formed unions in the Federation of South African Trade Unions (FOSATU) fought to preserve their power at the local level, where grass-roots organizing, democratic proceduralism, and a strong shop steward system gave them strength. The paper concludes that Afrikaner reformers successfully established an industrial relations system that, in the long run, weakened post-apartheid trade union shop-floor power.
