- W3202200068 abstract "Whereas citizenship in Southeast Asia is often perceived as a “cluster of absences”, this chapter discusses citizenship in Vietnam starting with everyday practices of state-society conflicts. Recent developments like the increasing usage of social media, conflicts with China, an educated urban youth, and growing environmental awareness provide new tools for grassroots activism. The population has increasing access to and demand for information, resources, and communication networks outside of state channels. Citizens use these new channels of communication and references to identity and transparency as means of mobilization for land, labor, and minority rights. Confronted with this new generation of citizens actively demanding their rights, the socialist party-state struggles to find ways to engage its citizens without losing its authoritarian grip on power. The state offers official channels for participation. At the same time, it applies means of repression on a broad scale, preventing citizens from using these channels. Citizenship is thus continuously negotiated. We argue, that citizenship in Vietnam is imagined as cooperative partnership between state and citizen to build a “civilized society” together. This partnership demands support for the nation-building project as citizens are called to provide legitimacy to the state. At the same time, it also provides a means to demand accountability and regime responsiveness based on performative politics. This double function as a means of accountability and a means of affirmation of the state creates a dynamic process of negotiation of the relationship between citizen and state. This cooperative, exclusive, fragmented, and localized form of citizenship results in a conflicted citizenship, which is characterized by ambivalent loyalties and often expressed through conflict. Beyond this conflicted citizenship, recent protests moved towards a more inclusive citizenship. Whereas the state is ramping up its means of surveillance concerning the Internet, the ability of social groups in Vietnam to negotiate within the framework of the state might provide a sustainable long-term strategy to renegotiate citizenship." @default.
