- W3202247225 abstract "Foreign policy has some different aspects from domestic policies. Compared to the domestic policies, foreign policy needs more swiftness, more secrecy and more professional knowledge in its decision-making. Therefore, it is not so easy for parliament to control it. Because it is very critical and complicated for the national interest, nonetheless, democratic control of foreign policy is one of the important issues argued in modern democratic countries. However, the maintenance of the effectiveness of foreign policy is also a very important issue. The two issues could make some conflicts in the decision making process. In particular, as a small country with foreign dominance South Korea has more difficulty in terms of the two issues. This paper looks for some lessons for the Korean case from the cases of the USA and the UK; how do they make a harmony of the two issues through their parliamentary control of foreign policies? The USA is the model case of the presidential system, the UK has the cabinet system for their politics. The two countries show different types of parliamentary control of foreign policy. The Republic of Korea is a presidential system mixed with some aspects of parliamentary system. This paper is a kind of comparative study on the parliamentary control of foreign policy." @default.
