The urgency of the matter is that returns take time to justify having research on campus, and there is a wide gap on how to measure success from research reputation to financial gain. This study's purpose is to investigate challenges and possible ways on how to solve these. Cycle 1 focused on the multivariable nature of Complex Adaptive Systems in Research and Development within Higher Education's peculiarities in three Universities of different sizes, geographic locations, and research budgets. Cycle 2 used the challenges of agent connectivity, relationships, and self-growth to create an Action Step called a Departmental Collaboration Model to implement objectives, steps, and a final evaluation. Action steps focused on creating a sense of belonging, empowering agency and disseminating new efficient processes. The goal was to reduce the complexity of agents within the system, enhance communication and reduce processes that restricted the system. The impact was, in the short-term, to provide efficiency and, in the long-term, to increase research output by providing the most coveted incentive for researchers, which is time. The findings include that system metrics should measure smaller system performance, not individual agents. The first metrics must be anchored to the bigger picture for agents to understand how they are part of the whole. Identity and sensemaking were the biggest challenges in a horizontal team-level virtual setting. Iteration and piloting were essential to make significant changes in short amounts of time. Finally, dissemination should focus on educational pieces in order to have organizational innovation. Implications for the Site include the creation of performance metrics to decrease agent complexity, good communication to strengthen energy loops, work on identity to balance growth with culture shock, and adaptable planning for systemic innovation in the organization.--Author's abstract" @default.
