- W3203666217 abstract "This dissertation challenges dominant food securitydiscourses and practices that seek to address food insecurity throughtechnoscientific approaches to agricultural production. Situated in Vietnam’sAn Giang province in the Mekong River Delta, this work ethnographicallyexplores and historically grounds global, national, and household scalarimplications of these same discourses and practices on rice farmers’livelihoods. The central research question that guided this project asks: iffarmers are producing security for the nation, then why do they remain foodinsecure? Through a 16-month ethnographic study utilizing a mixed-methodsapproach I combined participant observation, household surveys, semi-structuredinterviews, and participatory mapping with rice farmers, farm laborers, andlocal and national government officials in order to address this question froma historically and ethnographically ground perspective. I show how Vietnam’shistory of hunger and famine, experienced most recently in the late 1970’s,colors the nation’s current and future agricultural development. Focused on afuture of rural development, economic growth, and values of modernity, newmodels of agricultural production are implemented across the Mekong River Deltato ensure the nation’s self-sufficiency in producing “enough” rice and food.Amongst these strategies, intensive triple cropping rice practices, food safetycertifications and practices, and an increased reliance on agro-chemicals hasresulted in differing farming practices and mixed impacts on farminglivelihoods. I leverage a feminist political ecology and science and technologystudies framework to foreground the rice farmers’ perspectives and differedexperiences, while tracking the rooted inequalities within government policies,market logics, and social relationships. In three articles, I (1) examinedifferential experiences of state-based agricultural models and their impact onfarmers’ livelihood security (2) trace how dominant discourses raise questionsabout individual and state responsibility; and (3) explore emergent farminglivelihood opportunities and challenges within late socialist agriculturaldevelopment. Drawing on ethnographic accounts and experiences,particularly from farmers, results showed that these dominant discourses thatnarrows food security to only be governable through techno-scientificapproaches and agricultural practices are insufficient to address farmers’insecurity." @default.
