- W3204013573 abstract "The World Development Report 2017 reminded us that policy is not made in a vacuum. The space of policy comprises many interconnected and moving parts. It is dynamical, and more so in moulding states (more popularly, fragile states). This paper considers the impact of two dominant global forces on the policy spaces of these moulding states. The forces are the zeitgeist of climate change or green force (GF) and public-private partnerships (PPP), both which emerged in the nineties. The paper focuses on Sub-Saharan Africa (SSA), and particularly three countries – Uganda, Sierra Leone and Somalia. All the three have experienced severe distress in the moulding of their states since independence in the sixties. The empirical data show a strong efficacy of GF but poor appreciation of PPP. The analysis attributes the success of GF to its controlling effect on local institutions – values and norms of the societies." @default.
