Higher education students’ trust in political institutions is of particular interest as they are substantially affected by Covid-19 related measures: For the most part, their academic institutions have been put under lockdown, they have had to adapt to new learning formats extemporaneously, and typical sources of income (like marginal employment) have potentially broken off. The paper at hand takes a closer look at determinants of institutional trust among students enrolled at German HEIs from a government performance perspective as well as culturalist approaches. Special attention is paid to intercultural experience in the form of international student mobility, as EHEA policy makers stressed the positive effects of mobility on civic responsibility. Analyses show that indicators from both theoretical points of view have an expressive impact on trust in political institutions to deal properly with the Covid-19 pandemic: The findings support the relevance of government performance and students’ individual economic well-being as well as social trust in predicting students’ institutional trust; furthermore, evidence suggests a positive relationship between international student mobility (as well as its link to social trust) and civic responsibility.KEYWORDS: Institutional trusthigher education studentsCovid-19international student mobility Disclosure statementNo potential conflict of interest was reported by the author(s).Notes1 Their four additional dimensions of civic responsibility comprise a desire to act beneficially in community, the use of knowledge and skills for societal benefit, an appreciation for and interest in those unlike oneself, and personal accountability (Thornton and Jaeger Citation2008).2 The scale is considered a more suitable operationalisation of economic well-being than the actual income, as, on the one hand, it takes the respondents’ subjective needs as well as the specific financial situation of higher education students into account and, on the other hand, it directly addresses economic spillovers of the Covid-19 pandemic.3 The additional inclusion of a scale measuring social capital was considered but discarded as it lead to substantial problems of multicollinearity: The survey included a scale for ‘social capital’ that focuses on the professional career and academic success, leading to collinearity with the subjective economic well-being variable as well as social trust.4 As previous examinations of institutional trust have identified differences between citizens in Western and Eastern Germany (Campbell Citation2004), a differentiation by region of acquisition of secondary school leaving certificate would be preferable in order to check for reproduction of certain attitudes towards governmental agents and political institutions. Unfortunately, the survey does not allow for such a differentiation.5 This variable value is aggregated from respondents that affiliate themselves as ‘diverse’ and respondents that chose to affiliate with a further, open response category.6 German students have the German citizenship and acquired their secondary school-leaving certificate at a German school; non-mobile foreign students have a non-German citizenship but acquired their secondary school leaving certificate at a German school (‘Bildungsinländer’); foreign students have a non-German citizenship and acquired their secondary school leaving certificate at a non-German school (‘Bildungsausländer’).7 As discussed, this holds true for most analyses of institutional trust – first and foremost to the paper introducing the linkage between social trust and intercultural experience by Kong (Citation2013).Additional informationNotes on contributorsHendrik SchirmerHendrik Schirmer studied political science at Leibniz University Hannover with an emphasis on political sociology, graduating in 2016 with a Master of Arts.
