In different ways, all of them defended episcopal authority in the matter of penitence. First of all, in the continuity of the quarrel between seculars and regulars, the statutes reiterated that nobody could hear confessions in a diocese without the bishop’s authorisation. However, the formulations used for this purpose show the limits of this rule, which papal privileges had been weakening for two centuries by then. In regard to the parish priests and the mendicant orders, the bishops defined ‘cases’ whose absolution, for example, that of solemn penitence and excommunication, was to be strictly the sole competence of the popes or their representatives. The regrouping in common passages or their relating to each other in different elements of episcopal penitential jurisdiction shows how that jurisdiction played, in the view of the prelates, an essential role in the actual definition of their function, their ministry and the status within the church." @default.
