Such was the case regarding Namibia’s turbulent road to independence. Between 1960 and the attainment of itsindependence in 1990, the South West Africa People’s Organization(SWAPO) fought tenaciously for the liberation of Namibia from SouthAfrican occupation. At the outset of its emergence, this movement maintained, ‘we have no alternative but to rise up in arms and bring about ourliberation’.1 SWAPO had widespread international support, as evidencedthrough many United Nations (UN) General Assembly and SecurityCouncil Resolutions. Leading scholar on terrorism, David C. Rapoportclassifies the events regarding movements of national liberation within thethird ‘wave’ of modern terrorism, as this violence was a manifestation of thestruggle to assert self-determination.2 In essence, it was a dimension ofterrorism that was characterized by the resistance ‘against larger politicalpower. . . specifically designated to win political independence or autonomy’.3 In this chapter, terrorism will be viewed as the deliberate use ofviolence or the threat of violence against civilians with the intent of achieving a specific ideological or political objective.
