- W3213677813 abstract "This paper delves into an oftentimes overlooked aspect of post-disaster Build Back Better (BBB), i.e., accounting of disaster-related aid from donors. It argues that no recovery effort funded mostly by external donors can be successful without proper accounting and good financial management. The Philippine case offers lessons and insights on the various ways to promote financial accountability. Funds donated by external/international institutions for victims of Typhoon Yolanda/Haiyan in the central Visayas region in 2013 have been hounded by accountability issues. First, there are reports that disaster assistance like housing was not sufficient and the quality of housing was substandard. Second, the funds did not reach the intended beneficiaries as they were used in the 2016 elections. Third, there is a perception that there is low absorptive capacity or utilization rate such that in 2017, reports surfaced that a sizeable chunk of donations for victims of Typhoon Yolanda/Haiyan will be channeled by the present government to the victims of the Marawi siege, a man-made political disaster which occurred in Mindanao in 2017. These and other issues bring us to the critical question: How do we make governments accountable for the management of disaster recovery funds? Hence, this paper attempts to discuss how national and international laws on disaster recovery fund management can be utilized to extract accountability from the receiving government agencies." @default.
