Focusing on development control instruments, decision makers, including representatives of aid organizations, need to carefully consider the transplantation of planning laws from advanced economies to developing ones, because those laws may not take local circumstances into account. New planning laws or regulations require assessment in regard to their ability to be fairly and systematically enforced across socioeconomic and political groups in society. If UN-Habitat promotes more policy research along these lines, and organizations such as the World Bank join the momentum, developing countries can adopt planning laws and regulations suited to their own needs, harnessing them to create greater urban justice rather than to exacerbate urban inequalities. Developing countries and the experts advising them must heed the lessons that the advanced-economy countries have learned.
