This system is consistent with the vision of scholarship that was presented by Boyer. The structure of CSM's assessment system is dependent upon the collaboration of a broad array of programs and faculty. This paper describes the following: 1) CSM's institutional goals and how these goals are related to individual program goals and 2) how the information that is acquired through the assessment system is shared and used for instructional improvement across the university system. Introduction The late Ernest Boyer (1990) and those that have built upon his work (e.g., Glasick, Huber & Maeoff, 1997) argued that instruction and assessment can and should be treated as scholarly endeavors. Much the same way that research requires the collection, analysis and use of data, so does instruction and assessment. Additionally, scholarly activities should be open to public scrutiny and public response (Boyer, 1990; Glasick, Huber & Maeoff, 1997). The purpose of this article is to describe the assessment system that has been constructed at the Colorado School of Mines (CSM). This system provides a framework from which the scholarship of assessment may be understood. The changes that have taken place in the CSM assessment system illustrate a shift in emphasis from indirect measurements of student learning, such as faculty qualifications and student placement information, to direct demonstrations of how programs impact what students know and can do. This change from indirect to direct measurement of student outcomes is consistent with the broader efforts to reform assessment in educational programs (Brookhart, 1999). Conceptual Framework Assessment within a university is a multiple layered process that involves classroom, program and institutional assessments. The university assessment process can be conceptualized as a pyramid in which the base is classroom assessment, the middle is program assessment and the top is institutional assessment. As the pyramid narrows, the amount of information that is collected decreases. The majority of assessment information can be collected at the classroom level where the instructors have direct interaction with students (Brookhart, 1999). Each level of the university assessment system can and should be designed to share information with the other levels of the system. Also, information should be shared among the different departments and programs. In order for this conceptualization of the assessment process to work effectively, a mechanism needs to be in place that supports the exchange of information across the system. At the Colorado School of Mines, the university assessment committee is the thread that holds the fabric of the university assessment system together. University Assessment Committee Established in 1988, the assessment committee has guided the CSM community through the process of assessment reform. Throughout the academic year, the assessment committee's 8 to 10 members meet at least once a month. The members of this committee represent faculty from each of CSM's departments or programs. The Assessment Committee has guided the university community through the essential steps of the assessment reform process: 1. Developing shared goals across the university system, 2. Assisting programs in developing, implementing and maintaining their own assessment plans, 3. Supporting the communication between the levels of assessment and different programs, and, 4. Providing feedback on how the assessment information may be used to improve curriculum and instruction.
