As a point of departure, it demarcates the roots, the unfolding of, and the application of non-offensive defence in Western Europe. The debate about non-offensive defence in Western Europe serves as the basis for the introduction of the concept in the South African context. Ideas about non-offensive defence came into being in distinct eras and are continuously being connected to new ideas. Initially, non-offensive defence and its various models were mainly utilised in an attempt to prevent nuclear and major war in Europe, as well as to prevent escalation during the Cold War. This was done by emphasising the security dilemma and by criticising the North Atlantic Treaty Organisation's nuclear and conventional strategies. Although the Soviet Union briefly accepted non-offensive defence principles, no individual country applied non-offensive defence. The nexus between non-offensive defence and common security ensures that both have some relevance in the post-Cold War era. Accordingly, South African defence policy contains principles of non-offensive defence and common security. Non-offensive defence was introduced into the South African defence debate by the African National Congress' Military Research Group to build confidence in Southern Africa. It also served as a catalyst in defence debates to promote an understanding of and consensus regarding South Africa's strategic defensive posture. 1. INTRODUCTION Non-offensive defence represents the assimilation of political-military ideas aimed at preventing war and the reduction of the security dilemma through a configuration of defence with least offensive, but maximum defensive strength and capabilities. Ideas on non-offensive defence (NOD) has influenced South African defence policy since the end of the Cold War and apartheid. It was introduced into defence debates and policy documents by the African National Congress (ANC)--more specifically its military think-tank, the Military Research Group (MRG)--as an alternative to the offensive posture that typified South African defence in the 1980s. (1) This introduction of NOD in the early 1990s was rooted in the realisation that South Africa had to build confidence among Southern African states, by adopting a defensive military posture. Accordingly, during the Defence Review process, non-offensive defence (2) served as a catalyst and theoretical common ground between the defensively minded 'doves' (primarily the former anti-governmental organisations), and the offensively minded 'hawks' (the South African military). (3) Eventually, NOD was not accepted as the preferred or approved force design option. However, many principles of NOD were 'borrowed' to broaden and inform the approved force design. (4) Subsequently, significant elements of NOD were incorporated in both the 1996 Defence White Paper and the Defence Review, 1998. (5) These include: a. being strategically defensive; b. having no weapons of mass destruction (WMD); c. having no manifestly offensive weapon systems; d. having limited power-projection capabilities; e. support for the principle of territorial defence; and f. having a small professional force and a large reserve that will take a considerable time to mobilise. (6) Despite the influence of NOD on South African defence policy, the term itself and the meaning of the concept was not well-known in military circles and often based on misperceptions. (7) Direct reference to the term 'non-offensive defence' was deliberately avoided in the Defence Review process because of its unpopularity among the more senior generals on the Defence Command Council.
