In der umweltokonomischen Literatur ist nach wie vor umstritten, ob und in welchem Umfang die nutzungsunabhangigen Zahlungsbereitschaften mit der neoklassischen Okonomie vereinbar sind. Fur die Durchfuhrung von Kosten-Nutzen-Analysen ist es daher wichtig, eine Beurteilung dieser Zahlungsbereitschaften vorzunehmen, da sie entscheidenden Einflus auf das Ergebnis haben konnen. Um Kriterien fur die Beurteilung zu gewinnen, werden zunachst zwei Ansatze aus der Literatur herangezogen: Erstens Kenntnisse und Informationen der befragten Personen uber die zu bewertende Ressource vor der Befragung, zweitens Einstellungen, wie sie Gegenstand der Sozialpsychologie sind. Eine Kombination beider Ansatze konnte einen praktikablen Weg weisen, die mit den wohlfahrtsokonomischen Grundlagen der Kosten-Nutzen-Analyse kompatiblen Wertschatzungen zu bestimmen. Results of Contingent Valuation surveys show that nonuse values are an important part of the total economic value of natural resources. But despite an ongoing discussion about the compatibility of nonuse values with neoclassical theory, it is far from clear whether all bids from non-users express economic values and should therefore be used in cost-benefit analyses. As nonuse values can strongly influence the results of this analyses, it is important to find a way to differentiate them, so that it could be determined which values are compatible with the welfare foundations of cost-benefit analyses and which are not. One way this could be determined is to take into account how informed people are about environmental goods and present each group different item-scales to measure their attitudes. While the informed should be asked about their attitudes towards the behavioural intention regarding their willingness to pay, the uninformed should be asked about their attitudes towards more general subjects such as nature protection. Their willingness to pay is likely more strongly influenced by these attitudes rather than by their preferences. As a result the bids stated by the uninformed populous could not be used to accurately access the value of an specific environmental good, and are therefore not suitable for cost-benefit analyses. On the other hand if those informed fulfil the conditions for high attitude-behaviour correspondence, their stated bids should be used in cost-benefit analyses since their is a high probability that the behaviour will actually occur." @default.
