- W329305587 abstract "Public-private partnerships have long been touted as a solution to many societal problems, especially problems of U.S. industrial competitiveness and declining manufacturing employment. Research-intensive public universities are important organizations for industry to engage when considering how to structure publicprivate partnerships. These universities possess significant research capacity but also have a mission to help make life better for the people of their home states with economic development, community development, and other services. Linking industry and public universities can help society to reap the benefits of university research, in the form of both applied technologies and economic development; a 2010 National Science Foundation-sponsored study argues that university research can be more effectively leveraged for industrial competitiveness and growth if industry has a greater role in shaping university research agendas (Pennsylvania State University 2010). Since the 1980s, numerous initiatives have been launched to promote public-private technology partnerships to address these problems, including federal programs such as the Advanced Technology Program of the National Institute of Standards and Technology (NIST), the Engineering Research Centers of the National Science Foundation, and many others, along with state-level new technology partnership programs in most states. However, these programs share some key weaknesses, including inattention to unique local and regional conditions; inadequate coordination among federal agencies and between national, state, and local levels of government; and the lack of a focused strategy that binds partners together around a shared objective (Hallacher 2005). The Energy-Regional Innovation Cluster (or E-RIC) initiative, developed by the White House Interagency Taskforce for the Advancement of Regional Innovation Clusters (TARIC), represents a new approach to public-partnerships that attempts to overcome these challenges by focusing public-private partnership development efforts on a specified geographic region based on unique regional strengths. The program includes coordinated participation by multiple federal agencies and levels of government, and its participants are bound together in a joint effort to address a selected aspect of the U.S. energy challenge as a vehicle for promoting economic growth and job creation. The Greater Philadelphia Innovation Cluster (GPIC) Energy-Efficient Buildings (EEB) Hub, launched in February 2011, is an example of how this approach can spur innovation and economic growth. The GPIC, which has been designated the first E-RIC, was founded as a part of the Department of Energy's Energy Innovation Hub initiative with support from seven federal agencies and a large team of public and private partners. GPIC's founding and management is a demonstration of the power of the E-RIC concept, which abandons the traditional, siloed approach of federal agencies in favor of a coordinated intergovernmental attack on the nation's energy and economic problems. Origins of the GPIC for Energy-Efficient Buildings In 2005, analysts at the Brookings Institution and other Washington think tanks began incubating the concept of a national network of research centers, each focused on a different challenge associated with the energy problem and each funded at $25 million to $30 million annually (Duderstadt et al. 2009). The idea was in part a response to growing indications of market failure with regard to innovation in energy efficiency, signaled by extraordinarily low levels of R&D spending in the energy industry. According to 2007 data, the U.S. pharmaceutical industry invests 18.7 percent of sales revenue in R&D. The aerospace and defense industries invest I 1.5 percent of sales in R&D, the computer and electronics industries invest 7.9 percent, and the automotive industry invests 2.4 percent of sales in R&D. …" @default.
