- W32943785 abstract "Locating United States government docu ments on a given subject is a task which many librarians no doubt like to avoid. Subject re trieval of government publications is a trouble some assignment for a variety of reasons. The twin roots of the problem are the awesome quantity and wondrous scope of official print ed matter. It should be no surprise to any li brarian that the United States government is the world's most prolific publisher, and that its output ranges from single sheet announce ments which quickly become obsolete, to pon derous research studies which stand as land marks in their fields. Between these extremes the spectrum is fully represented by every thing from cookbooks to congressional hear ings. The volume and breadth of incoming docu ments make it impractical for most libraries to consider cataloging all of them. At best the card catalog lists only local holdings, which may lack material valuable to the researcher. As a subject retrieval device, therefore, the card catalog is usually incomplete. Retrieval potential may be further diminished by the distribution structure of government publica tions. Since they are almost always issued in series, individual works may not be accessible unless they are represented by analytical en tries. Many libraries cannot afford to indulge themselves in this luxury. Although librarians have the Monthly Cata log to fall back upon, the subject indexing in this source has been a target for serious criti cism. Many works are not assigned a sufficient number of headings, and the headings used are not always specific enough. Other areas for improvement include the use of standardized terms, more cross references and more analyt ics.1 The Monthly Catalog is of no value to those wanting specific references to congres sional debates, federal laws, and Supreme Court decisions. Researchers in these areas must consult the indexes to the Congressional Record, the United States Code, and the Unit ed States Reports respectively. In addition to these indexing deficiencies, the Monthly Catalog falls short of being a comprehensive listing of government publica tions. Among the omissions are the numerous research reports handled by the Educational Resources Information Center (ERIC) and the Clearinghouse for Federal Scientific and Technical Information. These studies are thor oughly indexed, however, in Research in Edu cation and Government Reports Index (for merly U.S. Government Research and Devel opment Reports Index). The Monthly Catalog also neglects to list a significant portion of all non-GPO publications. Researchers should be concerned about this loophole since the trend is towards greater decentralization of govern ment printing.2 Some non-GPO material is list ed in Non-GPO Imprints Received in the Li brary of Congress: A Selective Checklist which has a subject index. A related trend with equally ominous implications is the increase in private publishing of U.S. government doc uments. The Current Index to Journals in Ed ucation is published by CCM Information Cor poration, a subsidiary of Crowell Collier and Macmillan, Inc. The latest edition of the The saurus of ERIC Descriptors was issued by the same publisher, whereas earlier editions were produced by the Government Printing Office." @default.
