New Orleans, in Post-Katrina, faces a multitude of seemingly insurmountable challenges. It must rebuild its infrastructure, housing and most of its vital governmental services. Perhaps the greatest of all these challenges is the lack of resources including both financial and personnel to plan and administer a revitalization program. The GEM offers the potential not only to address these challenges, but provide a model that can be used by other governmental and non-profit agencies facing similar difficulties. This model does the following: analyzes the needs of New Orleans, searches for public and private sector data as to how others have accomplished these same tasks, uses this data to develop knowledge that is specifically unique to the needs of New Orleans. This information will then used to develop a strategic plan based on innovative and entrepreneurial processes that include all New Orleans's stakeholders. The GEM can be used by New Orleans as they plan and execute their recovery after the devastation of Katrina. The lessons learned from the development of GEM can provide a tremendous planning tool for cities throughout the nation as they struggle with challenges that include aging infrastructures, declining tax bases and federal support. INTRODUCTION In this paper we develop an innovative, entrepreneurial driven Net-based knowledge discovery Governmental Entrepreneurial Model (GEM). The GEM offers an innovative, flexible approach that can be used in the restructuring and revitalization of the Post-Katrina City of New Orleans (NO). This model does the following: analyzes the needs of Post-Katrina New Orleans, searches for public and private sector data as to how others have accomplished these same revitalization tasks, uses this data to develop knowledge that is specifically unique to the needs of New Orleans. This information will then used to develop a strategic plan based on innovative and entrepreneurial processes that include all New Orleans' s stakeholders (including surrounding municipalities and the entire state). The GEM can be used by New Orleans as they plan and execute their recovery after the devastation of Katrina. Cost estimates to rebuild New Orleans Post-Katrina range from a low of $150 billion to a high of $250 billion. The challenge for New Orleans will be to plan, implement, and oversee this monumental task. This must all be accomplished with severely limited financial and human resources. New Orleans, its administration, and citizens are truly at a cross roads in the design and implementation of their recovery efforts. Their success or failure in these efforts will certainly determine the future for New Orleans. The GEM will support and facilitate New Orleans's efforts to meet these challenges. After Hurricane Katrina, Louisiana government agencies at the state and local levels face a multitude of seemingly insurmountable challenges. Cities, regions, and states along the Gulf Coast from Texas to Florida were traumatized by Katrina and its long-lasting after effects. As a result of Katrina, state and local taxes in many areas virtually disappeared with the loss of homes and businesses. Locally generated taxes, even if they were available would not be enough to cover the devastation in these coastal areas. These areas face numerous uncertainties associated with the reliance, timing and uncertainty of federal assistance to assist in the payment for me costs of their recovery. Even if a federal bailout should occur, there is no guarantee in the levels of financial assistance and the timing of when they will be received. Perhaps the greatest challenges of all areas negatively impacted by Hurricane Katrina will be faced by the City of New Orleans (NO). …" @default.
