- W33832508 abstract "This paper describes how the Transportation Expansion Project (T-REX) is the label for the design-build highway and light rail transportation project that is being undertaken by the Colorado Department of Transportation (CDOT) and the Regional Transportation District (RTD) in the southeast metropolitan area of Denver, Colorado. When completed T-REX will expand 31.5 kilometers (17 miles) of highway along I-25 and I-225 and add 35 kilometers (19 miles) of double-track light rail that will connect to the existing system. The primary contractor for this project is Southeast Corridor Constructors (SECC); a joint venture company created by Kiewit and Parsons. T-REX is the first major combined highway and transit design-build project in the country, within a major metropolitan area, with construction activities consisting of demolishing and rebuilding 12 bridges, adding 15 miles of retaining walls and 16.5 kilometers (9 miles) of sound walls. Vibration from the light rail was one of the mitigation areas identified for this project during the environmental clearance process. Sensitive receptor sites near the track were identified and analyzed for this project. Results of analysis indicated that a total of 2330 track meters (7,650 track feet) of ballast mat are required to meet the vibration criteria. Extensive amounts of testing were conducted to determine the soil vibration propagation characteristics along the project alignment near sensitive areas. Additional vibration testing and analysis was conducted to evaluate the performance of a shredded tire type of ballast mat. Results of these tests revealed that shredded tire could be effective in mitigating light rail vibration; therefore, it will be used for the entire project. In 1998, Colorado Department of Transportation (CDOT) and the Regional Transportation District (RTD) joined forces to create a unique entity called the Southeast Corridor Project Team, to design and build improvements in the south I-25 in Denver, Colorado. On November 2, 1999 voters approved two separate bond initiatives that allowed funding for the project and endorsed the concept of light rail through the corridor. This vote gave CDOT and RTD a unique opportunity to join together in asking for federal grants and municipal matching funds. The Environmental Impact Statement1 was completed, with a Record of Decision signed in March 2000. Federal support of the project came in the form of a $525 million Full Funding Grant Agreement in November 2000. Local municipalities joined forces and contributed millions of dollars in matching funds to help ensure federal financial support for the light rail construction. In anticipation of the selection of the design-build contractor and to signify the beginning of this momentous construction effort, Transportation Expansion Project, or T-REX Project was chosen as the name for this project. In May 2001, the Southeast Corridor Constructors (SECC), a joint venture between Kiewit Construction and Parsons Transportation Group, was selected to build the $1.67 billion project. Due to the innovative funding and design-build approach, the schedule and cost savings are significant, with SECC planning to finish the project in fall 2006, almost two years ahead of the schedule originally established by CDOT and RTD. The T-REX Project will increase transit options, enhance safety for motorists, replace aging infrastructure, improve mobility, reduce travel time and congestion on some nearby arterial streets, and support rapidly growing residential and commercial areas served by the Southeast Corridor. T-REX will: add 19 miles of double-track light rail, build 13 stations, with Park-n-Rides at 12 of the stations, add 34 light rail vehicles (LRV) to RTD’s fleet, and construct a new light rail maintenance facility in Englewood Staff from the CDOT and RTD are partnering with Southeast Corridor Constructors, the design-build contractor, to build the largest transportation project in the history of Colorado.
