That pattern had been enacted only once before, by Woodrow Wilson of Princeton in 1910. At that point in our history, such a relocation implied a fundamental shift from the special world of the academy, then seen as an isolated enclave in an intellectual sanctuary, into the public world of politics. But these are very different times. Educa tion itself, especially in its public sector, such as in the state univer sity systems, but in fact in all of its components, is now part of the political arena and has been for some time. Although we have no national university as some countries do, and our educational struc ture is so diverse and complex that it is hard to make generaliza tions, the closeness between education and government, or between education and politics, is a basic premise for what I want to say. Before proceeding, let me add to my current credentials as gover nor the fact that I am essentially a teacher and professor. I taught classes every year for thirty years, including the period which I served as president and chancellor at Stevens Point. In fact, I went straight from a professorship to the university presidency, without occupying a deanship or a vice-presidency in between, which would have been the expected sequence. I have always had what I consider to be a typical faculty member's attitude. Until I became primarily an administrator, I had also been active in research. I mention that fact because research seems to me a central function of education in the coming decades. But not everything gets resolved by research, especially when research is misguided. I used to start every graduate seminar with the story of a man who brought his flea into a university's Institute for Research and Development and wanted the local experts to determine how it worked.
