- W343700642 abstract "Moral Education's Muddled Mandate: Comments on a Survey of Phi Delta Kappans consistently to the family and church in matters of training (Question 4). Eighty-two percent believe the family is either a very or somewhat positive force in the lives of children. When asked what the most important force in the lives of children, the consensus, almost unani mously (94%), was that the family (Question 5). Only three Kappans thought the school the primary educator! (The W. F. Connell article in this special Kappan gives some insight into how the question of should be might answered in other societies, such as China and the USSR.) The church was seen as the second most powerful educator (75%), schools as third (68%). A general distrust of government agencies was evident, as was a pro nounced view of the mass media. Sixty-four percent of the re spondents saw the mass media as having a effect on the life of children. Forty-nine percent saw govern ment agencies as having a im pact. (There is some question as to whether the respondents were thinking of the moral model aspect of govern ment agencies or were focusing on the day-to-day contact of government with children. Perhaps it is simply Watergate backlash.) While the mass media are the most obvious villain, distrust of govern ment goes even deeper. When the category is added to the negative one, it is government (87%) which is seen overall as having the least positive impact. By contrast, 27% thought the mass media might an effective educator. The only issue on which the sample was evenly divided was the impact of peers on the life of children. Fifty-three percent saw peers as having a positive impact, 46% as neutral or negative. The re sponses indicate that the child's friends follow the family, church, and school in influence. It is interest ing nonetheless that educators, whose primary professional responsibility is child development, are sharply divided on how children affect each other. Kappans see the schools as having substantially less impact on the thinking and behavior of children than they did 25 years ago (Questions 21 and 22). It is in the area of behavior that the schools are perceived as having less control than in years past (69%). A small but significant number of the sample (19%) seem to feel that the school's impact on thought has improved, even while its hold on" @default.
