- W344307571 abstract "Following a wave of strikes and riots across the British Empire during the late 1930s, the British Parliament introduced the Colonial Development and Welfare Act in 1940. The purpose of this Act was to improve economic and social conditions in the colonies and thereby remove important sources of political discontent. At the same time, politicians and bureaucrats in London initiated discussions concerning the political future of the colonies in the light of the Second World War. How should the British government respond to demands for political reform, especially after the publication of the Atlantic Charter in 1941? How should the British government legitimise the maintenance of colonial rule in the post-war period?In the Gold Coast, the British colony today known as Ghana, African elites had demanded increased political influence since the 19th century. In the late 1940s, however, demands were radicalised and forceful anti-colonial nationalist movements emerged. These movements were successful and on March 6, 1957, the leading nationalist party led the country to independence. The Gold Coast thus became the first of a number of Sub-Saharan colonies to achieve independence from the 1960s and onwards.This thesis has used archival material from both Ghanaian and British archives to analyse how British authorities and different political groups and parties in the Gold Coast utilised developmental rhetoric and practices to further their respective political agenda during, what is today known as, the decolonisation process. The thesis shows how the British government failed in its effort to use the relatively low level of economic and social development in the colonies to legitimise a slow political reform process and the perpetuation of colonial rule. On the contrary, British development rhetoric created expectations that the local colonial government failed to fulfil in the post-war period. The thesis furthermore shows how political groups and parties in the Gold Coast adapted British development rhetoric to further their own political agendas and to undermine colonial rule. This contributed to the forcefulness of the nationalist movement and thereby also the introduction, in 1951, of more democratic elections and a considerable extent of internal self-government. At the same time, however, Gold Coast politicians found themselves dependent on British assistance necessary for the preparation and implementation of ambitious development plans, considered essential to modernise the country as well as to win the next elections. This allowed considerable British political influence during the final transition period to independence in the Gold Coast.This study expands our understanding of the interaction during the decolonisation process between different groups, both British and Ghanaian, and how this interaction created dynamics that shaped the Gold Coast decolonisation process. Furthermore, it contributes to our understanding of how developmental rhetoric and practices not only constitute means to wield political power but also to challenge and resist." @default.
