This concept of accountability implies an agreement by school staff members to contract on the basis of providing a service answerable to stipulated performance standards.4 While this situation is desperately needed in reading, the use of existing evaluative instruments makes achieving accountability in reading difficult for a variety of reasons. First, although classroom practice in reading instruction probably lags far behind what reading specialists know it should be, no existing method of group evaluation provides an authentic description of the success or failure of prevailing reading programs. The current method of appraisal is solely dependent upon standardized reading achievement scores. While this technique does provide a form of mensuration, it is at best crude and severely wanting. The frame of reference for construing a youngsters test performance on a standardized test is the typical performance of some specifically defined group. This norm-based approach involves comparing the score of an individual with the distribution of scores made by a representative sample of individuals in some way like the person tested.6 Ideally the major purpose of evaluation is to cultivate each youngster's reading prowess, however, the invidious comparison imposed by norm referenced standardized tests does not lend itself to illuminating a child's specific areas of weakness or strength. While an item analysis of the particular skills measured should provide this information, rarely does a teacher have the time for this type of investigation. More importantly, evidence suggests that many currently used reading tests lack content validity. According to H. F.
