These conceptualized future scenarios are quickly becoming reality, given information technology's (IT's) influence on today's culture. management systems enable executives to minimize their corporate outlays by scanning international suppliers and manufacturers. CNN's global information system enables newscasters to instantaneously report worldwide events. Hand-held computers, transmitting data via cellular phones, provide omnipresent work sites and video games serve as proxy baby sitters. Moreover, Army leadership is leveraging IT to provide warfighters a competitive advantage as they conduct myriad operations in this dynamic, multipolar world. Army leadership today recognizes IT's added value. It identified winning the information war as one of five modernization objectives, which lays the foundation for a capabilities-based force that must dominate maneuver, conduct precision strikes, protect the force and project and sustain the force. Additionally, US Army Field Manual (FM) 1004, Operations, posits that: Information operations integrate all aspects of information to support and enhance the elements of combat power, with the goal of dominating the battlespace at the right time, at the right place and with the right weapons or resources.* In other words, information by itself is useless. Rather, it is the warfighter's timely receipt and methodical application of information that increases his lethality. If information is sagely employed, as depicted in Figure 1, Force XXI warfighters have the capability to revolutionize information in ways their predecessors never fathomed. Army Battle Command System The Army Battle Command System (ABCS) was conceived to field a vertically and horizontally integrated force that would allow warfighters to share a common battlefield view. IT enables leaders, for example, to reduce crew workload, conduct automated command and control (C2) on the move and obtain automated targeting. It decreases decision-making time lines, enabling warfighters to operate inside the enemy commander's decision-making cycle. Therefore, they can dominate battlespace by synchronizing combat operations, concentrating force effects and preventing fratricide. To this end, ABCS provides digital communications among strategic, operational and tactical headquarters, down to the soldier/weapon system level as illustrated by Figure 2. Three subordinate battle command systems interoperate within ABCS as follows: * Global Command and Control System-Army-the battle command system located at strategic and theater levels.
