But the relationship between industrial interests and scientists producing basic research can be quite distant. Few companies have the scale or scope to fund directly basic science work that may not produce a marketable innovation for years, if at all. Those that do, or that foster connections to laboratory scientists, may be driven by competitive forces to resist sharing the basic knowledge developed through those connections. And academic scientists may not share the same criteria as industry in developing a research program. The Industrial Research Institute (IRI) is seeking to close that gap. Leveraging its reach within American industry, IRI has developed a program to identify fundamental research questions that will have a direct effect on the success of the country's most innovative companies. Those questions will drive an ambitious agenda of research programs that bring together industry and academic researchers in pursuit of clear and important goals. The effort, dubbed the Industry-Defined Fundamental Research program, is intended to allow participating companies to gain access to the latest science in a pre-competitive space by defining key questions and then partnering universities and companies to explore them. In September 2009, the National Science Foundation (NSF) awarded IRI a $1.2 million grant to fund a pilot of the program. The NSF grant enables IRI to create an original, innovative method of developing a scientific agenda that could lead to exciting research. The goal is to bring together leaders in industrial science to identify fundamental research questions and then fund the investigation of these questions by leading scientists. Funding will be provided by both the NSF and industry sources. In this first year, IRI will distribute $1 million to basic science researchers to investigate the issues and challenges identified in the initial exploration process. This research will hopefully lead to a shared understanding of key problems common across companies, the solution of which will strengthen industry competitiveness and open new markets. The Process The program for developing the research areas included several steps. Step O: Canvassing In this phase, completed in September and October 2009, IRI Emeriti interviewed IRI members to build interest, build buy-in, and solicit participation. The committee interviewed 41 members; 54 members offered suggestions for areas of interest, and 28 companies agreed to participate. Step 1: Solicitation An Advisory Panel, consisting of representatives from 16 companies as well as the NSF and IRI, met at the 2009 Member Summit to hear the result of these initial efforts. The panel was also charged with developing evaluation criteria and identifying industry sectors to serve as pilots for the program. The panel selected three broad areas for further development as the focus of white papers--Renewable Energy Challenges, Materials Challenges, and Sustainable Materials. With these areas in mind, the panel issued an open call to industry soliciting white papers describing key research questions, the nature and extent of the university-industry partnership intended to investigate the question, and the extent of commitments in place. Step 2: Working Groups In December 2009, six working groups were convened to explore the basic knowledge and research questions in designated industrial sectors. Here again, IRI member companies contributed time and manpower to the effort.
