This was the question put to the citizens of the Province of Quebec in the recent referendum on independence. We (I was born in Montreal more than 45 years ago) were required to answer a hearty Yes or No to this official sounding query, the former response championed by the so-called Separatists, the latter by the so-called Federalists. Politics aside, I have major difficulties with the question. One obvious problem is the excessive length (incidentally, this is the official English translation; the official French is even longer). Perhaps if the question were more concise it would be easier to grasp. Then again, perhaps not. As a scientifically-oriented individual I can do only one thing when I read this question: ask questions. Do you agree that Quebec should become sovereign... What is meant by Quebec? There is currently a territory within Canada called the Province of Quebec. But would a country called Quebec necessarily have the same borders? And does sovereign mean Quebec's complete detachment from Canada or simply more autonomy for our democratically elected or self-appointed sovereigns to make their own rules? If it means more autonomy to make our own rules, what does autonomy mean in this context and what rules are we referring to? ... after having made a formal offer to Canada... Formal offer? Is this some kind of take-it-or-leave-it declaration from Quebec written on parchment with a quill pen? What is being offered and by whom? ...for a new economic and political partnership... A new economic and political partnership? Could someone please tell me what's wrong with the old partnership? ...within the scope of the bill respecting the future of Quebec and of the agreement signed on June 12, 1995? Bill? Agreement? Huh? (1) In short, the question is as near meaningless as you can get. Without clarification - without a great deal of questioning aimed at bringing this extended string of high-order abstractions down to a lower level - it seems nothing but noise to me. So why didn't more people recognize it as such? Why did Quebecers of all ages and backgrounds become inflamed over their Yes or No answers instead of insisting, en masse, that the government answer a few questions of its own? Those of us who recognize noise when we hear it were desperate for clarification. Most people I spoke with in the weeks leading up to the vote were eager to help me understand that if the Yes side won, it would mean the immediate separation of Quebec (in point of fact a legal impossibility), and that if the No side won, it would mean (no one could say precisely what would change nor how or when the change or changes would come about). …" @default.
