This book by the former head of Israeli Military Intelligence is an insult to the intelligence not only of Middle East specialists, but also of the casual consumers of international news who followed Israeli actions in the Palestinian territories. It contains information one finds in the glossy brochures distributed by Israeli missions around the world. Shlomo Gazit was instrumental in shaping Israeli policies towards the West Bank and Gaza during the 1960s and beyond, and his tale is full of information and details. It is written with the poetic and literary skills of government bureaucrats, but should not be dismissed. Those who been eagerly heralding the coming of new century should read this book to realize that colonial thought persists. In Gazit's account, there is an unabashed tone of disdain for the Palestinians. He does not hide the patronizing attitude of Israeli officials toward the subject population, perhaps because he is unaware of his own biases. A transcript of 1968 meeting between Defense Minister Moshe Dayan and Palestinian mayors, concerning order that school girls should be prevented from expressing anti-Israeli sentiments, says it all (see Appendix C). In fact, Gazit goes out of his way to praise policies towards the Palestinians, even though non other than former colleague-Abba Ebanhad said that Dayan's policy was to award the Palestinians individual subsistence without national dignity, and that his policies made sure that the Palestinians have no say in the life of the land where they live and where most of them were born. They no flag to revere, no freedom from arbitrary arrest, and their labor is secured without any principle of equality and with no trade union protection.' And the most damning aspects of Israeli policies in the occupied territories are only mentioned casually and in passing because they do not seem to trouble Gazit. He is more concerned with the minutiae of administrative squabbles and the need for an effective and efficient recipe for successful occupation. Alas, he found one, the very policies of Israel towards the Palestinians. The title of the book is, in fact, quite misleading because for Gazit there is no stick. To be more precise, the only stick that Israel ever used was the denial of the carrot (p. 247), very delicious carrot one gathers from this book. One might wonder after reading Gazit's account why the Palestinians would ever want to live free of Israeli occupation, which Gazit tells us is both pleasurable and enjoyable for the subject population and policy success for Israel (p. 291). To maintain this position, Gazit had to invent convenient facts. He claims that the Palestinian economy under occupation was a miracle of prosperity (p. 217), even though his own figures show that gross private disposable income per capita declined from IL 730 in 1966 to IL 715 in 1968 (p. 217). He claims that Israel avoided collective punishment as matter of principle, even though he later admits that the village of Nablus was collectively punished (p. 279). He claims that Israel avoided the appointment of 'collaborationist' leaders (p. 174), and yet Shaykh Ja`bari (the doyen of collaborationists) figures prominently in the book as tool of Israeli policies along with other collaborationists whom Israel tried in vain to prop up as alternatives to nationalist leaders. He claims that Arabs in Israel are well treated, and the appointment of two Arabs to the National Tobacco Board and the National Olive Board is his proof (p. …" @default.
