From been seen as the moral champions of human rights and social equalities until for two or three decades ago the societies begin to be targets for protest against racism and Islamophobia. How this transformation could happen and what different social constellations do to contest this development?The transformation of one Scandinavian welfare model into a Neo-liberal regime based on the social differentiations of ethnicities have been studied recently in relation to the achievements of Urban agendas implemented to cope with segregation.Although Knowledge on processes of discrimination, segregation and racism has been researched during decades, its results had for the most been communicated with a top-down approach. This made their eventual corrections both naive and politically undoable. In this frame a group of antiracist lecturers and some of the biggest and historically the most important NGO:s in Sweden met each other within the process Room for everyone’06”. The aim was to discuss the trends, practices, effects and bottom-up alternatives against discrimination, segregation and racism in Swedish cities. As a product of this meeting one Agenda ' 06 and one Charta ' 06 of principles against these problems was agreed to be implemented from below through the NGOs mobilization and researchers participative approaches. But this work stagnated totally. The aim of this article is to study some events from this process and aspects that in that context impeded the expected bottom-up to work with organisations championing the underrepresented groups affected by problems like rasism. The analysis put on the light the difficulties and new roles that the NGOs play in the Neo-liberal governance implanted with the culture of collaborative partnerships. A core question is whether it is still possible to expect mobilization against these topics from NGOs that may be involved in administering the consequences of these problems. How to go out from this circle is one urgent question for the organisations to deal with. The question relates also to the diminished potential that civic society organisations face in Scandinavia when they try to contest racism within the frame of neo-liberal governance." @default.
