The CVMA endeavors to move the profession towards a more fulfilling future for its members and a better society which values animals. The vision is articulated in part by general position statements, related to the profession, and position statements, specific to animal welfare.The term “position statement” by a professional association often refers to a published, proscriptive, clinical practice guideline, which reflects current evidence based knowledge. The Canadian Medical Association maintains a data base of these recommendations (2). A position statement may also communicate an ethical opinion; similarly, symbols of ethics may take the form of codes, oaths, pledges, or resolutions that represent notions of what one ought to do in a profession (3). Ethical symbols are intended to guide the profession in practice, research, and education.The CVMA animal welfare position statements purport to “provide a ready source of accurate information for both press and the public, and provide the veterinarian with a standard by which to present the issues in educational settings in or out of the clinic. These guidelines are developed only after in-depth study of the moral, ethical and scientific issues, though the statements are based primarily on the available scientific data. As new research becomes available, these welfare statements are periodically revisited and updated to reflect new understanding of the issues therein. As new issues arise, the CVMA will work to develop new welfare statements to reflect consensus” (4).Clearly, from a cursory review of the current position statements, there are at least 2 types of issues that are not addressed by the process. First, if a human behavior is articulated as a prohibition under the Canadian Criminal Code, such as staged fighting or baiting of animals (Section 446(1)(d)), no CVMA position statement is required. Also, for human behavior that would likely be considered a Criminal Code offense, such as boar bashing (the practice of breaking or injuring a boar’s snout to prevent fighting among boars during transport to slaughter [5]), no CVMA position statement is appropriate. Second, animal welfare position statements are not primarily clinical practice guidelines, as they are not based on a review of relevant randomized, blinded, clinical trials, which is the foundation of evidence based clinical practice (6).We assume that the CVMA Animal Welfare position statements define a particular problem, issue, or need; describe its relevance to the veterinary profession; and suggest the opinion that a right-thinking member of the profession would hold in relation to that issue.
