- W40900891 abstract "Over the past decade, teacher education programs have witnessed a movement toward performance-based teacher education. As indicated by Ingersoll and Scannell (2002), this movement assumes that teacher preparation program should be held responsible to new standards. A new program cannot award a teaching license to any candidate only based on completing a number of courses with passing grades ; the teacher education program should be accountable to document what is this candidate knows and is able to do. In fact, this movement is in accordance with what is called the standard and performance assessment movement. One major impact of the National Council for Accreditation of Teacher Education (NCATE), the National Board for Professional Teaching Standards (NBPTS), and the Interstate New Teacher Assessment and Support Consortium (INTASC) has been to create an extensive awareness that teacher education is grounded in a framework of defined standards and appropriate assessment. The United Arab Emirates University Program The United Arab Emirates University (UAEU) is a leading university in the Middle East that emphasizes traditional values of higher education while aspiring to meet the demands and responsibilities of the 21st century. It stresses high standards and quality in all its programs. This is reflected in the university Vision and Mission statements. For example, in its Vision statement, the university strives to be the flagship institution of higher education in the region. It maintains excellent teaching, an effective learning environment, quality applied research, and outstanding community service. It focuses on international recognition of excellence through accreditation and external evaluation of all its activities (UAE University 1998-2007 Strategic Plan). The UAEU understands that achieving its mission and goals can be seen in reality only through the presentation of high quality programs that meet the needs of United Arab Emirates Society. Quality assurance is an important aspect of the UAEU's work. In accordance with the UAEU Vision and Mission, the College of Education (CEDU) has also formed its own Vision, Mission and Conceptual Framework relying heavily on the most recent developments in the field of education. International standards of INTASC, NCATE, NBPTS, and the standards of specialized professional organizations were used not only to improve and adjust the college programs, but also as a guide by which the CEDU's vision and mission were translated into the structure of programs and operations both within the university and between the CEDU and K12 schools and the Ministry of Education (College of Education Vision, Mission, and Conceptual Framework, 2001). The CEDU conducts a continuous evaluation of its programs and candidates progress, in order to achieve its vision, mission, and conceptual framework. To ensure the quality of its programs and graduates, the CEDU has established an Assessment System (AS). This system has been used to track candidates' progress and support formative and summative judgments about candidates and program quality. The AS focuses on data collection and analysis of major assessment at five critical transition points (or gateways) throughout the programs. The transition points are: (a) Entry to the program, (b) early in the program, (c) pre- student teaching, (d) upon graduation, and (e) after graduation (Assessment system, 2001). So far, data provided by the AS are related to the first four transition points, and there are no data available regarding the fifth transition point, i.e. follow up data from graduates of the programs or their employers (school principals and supervisors). The CEDU understands that evaluation of its candidate's performance should not stop with the completion of pre-service preparation because it is committed to ensure the quality of its graduates in the field.
