Domestic issues were swept aside by the most serious diplomatic crisis since independence in 1971, when confrontation with Saudi Arabia erupted in September following an armed clash on Qatar's southern border at al-Khufus. Locked in territorial disputes with Saudi Arabia and Bahrain, Qatar chose to improve relations with both Iran and Iraq, an overture welcomed by both regional giants as it afforded them an opportunity to fan the flames of inter-Gulf Cooperation Council tension. Qatar was undoubtedly as aware as the other Gulf states that the various regional security arrangements were essentially ineffective, and rather than pool Gulf military resources, or call in the Egyptians or Syrians, opted to enter into agreements with the US to look after its perceived defense needs.
