The World Bank Short-Cycle Program Survey (WBSCPS) reveals aspects of program design—the features and practices they choose to have, including students, faculty, curriculum and training, infrastructure, connections with the private sector, and student job search assistance. SCPs hold the promise of skilling individuals in a relatively short time while responding to the needs of the local economy, because institutions open SCPs in response to market needs, compete with one another to deliver a variety of high-quality programs, and fashion their products to provide not only good training, but also good labor market outcomes. When their supply behaves in this way, SCPs can realize their economic and social promise.
