- W4205880281 abstract "Some 650 million men, women, and children worldwide live with a disability. Some overcome their disabilities and achieve full independence; others must rely on help to get by. But all must cope daily with the obstacles, some great and some small, thrown in their path by societies that ignore their needs and neglect their rights. In most of the world, streets, public transport, and buildings are constructed with little thought about how people with disabilities will negotiate them. Schools, if they offer education to people with disabilities at all, are rarely allotted the resources needed for these students to achieve their potential. And despite studies showing that people with disabilities are often dependable employees, many employers remain reluctant to offer them jobs. In many cases, people with disabilities are simply excluded from society altogether, shut away at home, or shunted off to institutions. Last week, UN negotiators agreed an International Convention on the Rights of Persons with Disabilities. The treaty requires signatory states to “promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms of all persons with disabilities, and to promote respect for their inherent dignity”. By adopting the treaty, signatory states will agree to adopt laws and regulations to guarantee the rights of the people with disabilities and eradicate laws, customs, and practices that discriminate against them. For health care, the Convention requires “professionals to provide care of the same quality to persons with disabilities as to others”. It is a standard that the health profession frequently fails to meet. Patients with disabilities often do not receive the same preventive services, nor, when ill, are they always offered the same treatments readily provided to other patients. It will, no doubt, be many years before the provisions of this new Convention are implemented around the world. Health professionals, however, can lead the way by examining their own practices and honestly assessing whether they are giving these patients the attention, respect, and care they deserve by right." @default.
