An example is the case of the Baha’i minority in Iran. The Islamic Republic policies to ‘block the progress’ of this minority has impacted access to cultural rights not only for Baha’is in Iran, but also the wider Iranian community. The illegalisation of Baha’i institutions designed to advance standards such as social, economic and cultural rights for all, as well as confiscation or destruction of its spaces, including Iranian cultural heritage sites, impact millions both within and beyond the Baha’i community in Iran.Although the Baha’is have faced a range of challenges since the Qajar Dynasty, after the establishment of the Islamic Republic, Iran officiated their persecution as part of its state policies. Incepted during the 1981 Cultural Revolution and cemented in a 1991 secret blueprint, the Iranian government ignores its own laws, violates its international commitments, and centrally coordinates use of culture as a soft power by resorting to propaganda and discrimination in Iranian educational system to support serious restrictions on the Baha’is, in order to ‘confront and destroy their cultural roots’. Since the Baha’i Faith was founded in 19th Century Iran, this intent to destroy implicitly impacts the character and culture of not only Baha’is, but all Iranians.Given the importance of character in Iranian culture, particularly as symbolised by writings of historic figures such as Sa’di, Rumi, Ferdowsi, or Cyrus the Great, a pilot was carried out to test the efficacy of character education advancing universal rights framed in Iranian literature to increase understanding about cultural rights among Iranians. Based on its finding, this article proposes that character education is a possible step towards increasing access to cultural rights for Iranians of diverse ethnic and religious backgrounds, including its litmus test minority, the Baha’is." @default.
