- W42108175 abstract "Publisher Summary This chapter discusses the role of research in the development of Swedish higher education policy. Swedish higher education has experienced tremendous changes in recent decades. The research supported has been clearly geared toward the needs of central policy making; the centralized nature of decision-making in Swedish higher education has made this both natural and feasible. No major instances of policy change where research made the difference, or instances where similar, if not identical, policy measures could not or would not have been taken in the absence of research. The case of Swedish higher education provides overwhelming support for the thesis that social research in policy making is mainly used as partisan analysis or political ammunition. Research in the form of methodological development was important in the area of quantitative planning. Swedish higher education provides at least one example where research caused a reinterpretation of what was widely held to be a fact. There is some evidence that research has had an impact on policy making in line with the enlightenment model." @default.
