Medieval English people had been actively involved in local government and legal administration long before they were regularly asked to serve on juries, in such capacities as suitors to courts, oath-helpers, and witnesses to charters.1 They had also been drafted to serve on early forms of jury, notably royal inquests. From the second half of the twelfth century, however, the frequency of demands for service grew substantially, as the jury system extended its competency over ever-increasing areas of law and government. Service as a juror typically involved commitments of time and energy well beyond those characterizing earlier forms of governmental service, and the frequency with which such service was called for imposed much heavier demands on a much broader segment of society. Indeed, one of the most notable consequences of the dramatic growth in the use of juries was the involvement of a substantially greater number of people in the governing process. Social groups that had once been on the periphery of power structures were increasingly asked to serve as decision-makers. By making juries so central to the operation of law and government, the Crown gave power and authority to a wide spectrum of medieval society." @default.
