The paper discusses what new charging technologies may have to offer for policy. Road user charging at a national level could mitigate the problem of worsening traffic congestion, make better use of our existing infrastructure, reduce the pressure to build new roads and rationalize our decisions on infrastructure investment. In addition the location-based services techniques might be suitable for enforcement of regulations, it could implement automatic vehicle location and guidance and it could enable insurance premia to be more closely related to risk exposure. Both charges and grants for public transport could be made to relate to the individual rather than to the vehicle. Financial assistance with paying for transport could be more accurately targeted to those judged to be in need. But what are the practical realities? What issues must be resolved before the public will see advantage in such radical change: fairness, accountability, human rights and the ability to specify enforceable agreements on the level of service users get for their money? And what are the implications for public policy? How would road user charging affect the impact that traffic and road construction have on land uses and development? How far can road charging help deliver policies on pollution and global warming? Does it mean more, less or simply different public funding for public transport? How would the balance of public funding between city and rural areas be changed? Most crucially of all, who is going to set the rates of charge, decide how the revenue is to be spent and be accountable for a very large sum of public money?
