This chapter addresses two core issue areas that should foster moments of reflection when developing a comprehensive approach: First, depending on the context, not all actors agree with or want to participate in a comprehensive approach (CA), which affects what CA can actually achieve. Second, assumptions around trust between actors and legitimacy that are embedded in CA models are too rigid and reified and need to be understood as processes. The multiactor security approach provides a conversational bridge that explicitly recognises the actors and their specific security perspectives operating at different levels, from tactical to strategic. Civil–military interaction is about operationalising a multiactor security perspective by paying attention to role of everyday security practices and roles of civilians." @default.
