- W4233167442 abstract "The purpose of the study entitled “An evaluation of energy conservation policies in three countries” is to suggest a method of evaluating energy savings that have become apparent since 1973 and to attempt to demonstrate the respective role of the major elements of pricing policy and of controls in the policies carried out. Savings are calculated from the difference between the recorded consumption and a reference consumption figure, arrived at by extrapolation of the trend prior to 1973 and taking the level of economic activity and climatic conditions into account. The estimates are made for the economy as a whole (primary consumption), and for major consumer sectors, taking the energy statistics of the Statistical Office of the European Communities as a basis. Assessments of the savings made in primary consumption show that the position of France has improved significantly relative to that of the Federal Republic of Germany and Italy since 1975, partly, it would seem, as a result of the rapid institution of a considerable number of control measures in France (including, in particular, the establishment of quotas) and various inducements in the sphere of energy savings. However, this apparently satisfactory result is partly due to the cutback, during the period under consideration, in the activity of industries producing semi-finished goods, which are heavy energy consumers. When allowance is made for this factor, it does not seem that energy savings have become apparent in industry in France, any more than in other countries. In other sectors, substantial savings are apparent in the tertiary residential sector in Italy, and in the transport sector in the Federal Republic of Germany; in both cases France occupies an intermediate position. The study does not provide a precise answer to the question of the comparative efficiency of the elements of pricing policy and of controls (or inducements) in energy conservation policies. Nevertheless, examination of the Italian and German cases, in which the positive results obtained in certain sectors cannot be explained by controls because of their relatively late application, does reveal that changes in the price paid by the consumer have coincided with energy savings. This would appear to show that price increases have contributed significantly to energy savings in a period that has been marked mainly by a reduction in wastage." @default.
