- W4241921909 abstract "While this book has illustrated the varied experiences of political reform and anti-corruption policy which are currently underway, some patterns have nonetheless emerged. The central recurring theme is that relatively full implementation of the anti-corruption governance package can be associated with varying, and often low, degrees of actual reform in practice. The Nicaraguan, Philippine and Jamaican cases all illustrated that institutional reform and right-sounding rhetoric can litter government programming, but scandal and theft continue regardless. This suggests, in turn, that political and economic elites can covertly resist reform in a variety of situations: where the governmental façade and actual exercise of power differ in practice, as in the clientilist systems of Nicaragua and Malawi; where political parties and machine politics pervert government spending to captured vote banks, as in Jamaica or Nigeria; or where other considerations weaken the resolve of the international community to apply conditionality and punitive measures, as in Nicaragua and Georgia.
