- W424920009 abstract "Perceptions of African entrepreneurship seem to differ considerably. At one extreme is the view that, for one reason or the other, entrepreneurial talent is lacking in Africa. The poor growth performance of most sub-Saharan countries and, in particular, the slow rate of industrialization, could be taken to support such a dismal perception. An alternative view, however, is that entrepreneurial talent is indeed available but that the economic environment have been such as not to allow this talent to develop. Supporters of this view may point to the fact that the kind of economic policies that have been followed in many African countries over the last 20-30 years have not always been conducive to private enterprise. This fact is consistent aslo with the third view that the African entrepreneurs is alive and well, but that he or she, rather than undertaking manufacturing business, has been diverted into non-productive, rent-seeking activities. Casual evidence suggests that due to corruption, nepotism and the like, for many private, economic rewards to a political, or public, career may be considerable and higher than to a career in business. These differing, and somewhat contradictory, views on African entrepreneurship may result from the lack of hard evidence on the subject. The case studied in this paper is the Zambian economy and, like so many of its African neighbors, it is in bad shape. The survey was concentrated on four manufacturing industries which are generally important in the industrialization of developing economies: the food, textiles, wood products and fabricated metals industries. The World Bank Regional Program on Enterprise Development data set does not allow one to completely resolve the questions concerning entrepreneurship. The information does, however, shed light on three related and important issues: 1) the characteristics of entrepreneurs; 2) firm start-ups; and 3) the growth and development of firms. In particular, the analysis will focus on how entrepreneur characteristics affect the start up of firms and their subsequent performance." @default.
