- W4282943952 abstract "In this chapter, I show how Fraser's conceptualization of “progressive neoliberalism” represents both a ground and horizon of international education trends. By co-joining “inclusion” and “doing good” with financialization and market performativities and logics, progressive neoliberalism frames the pragmatic (revenue generation) and the more idealist (intercultural understanding) core visions of international education as co-constitutive. I illuminate how both the internationalization of higher education (as progressive branding) as well as the coalescing domains of progressive/international approaches to K-12 schooling, which promote “global awareness” and sometimes employ critical vocabulary, are largely “captured” within the frame of progressive neoliberalism. For this illumination I analyze three particularly illustrative examples of this capture as follows: an idealization of the global citizen in the field of leadership and teaching in elite international schooling, the Organization for Economic Cooperation and Development's (OECD's) recent “global competence” initiative and in the primary K-12 internationalization policy in the educational jurisdiction of Ontario. The analytic purchase of understanding the frame of progressive neoliberalism in international education lies in better grasping how progressive values are accommodated and reconstituted by neoliberal ontology; this specific grasping/understanding represents a necessary first step toward advocating for and envisioning an international education “beyond” the horizon of progressive neoliberalism." @default.
