More than fifty years of archaeological investigations in the Oman Peninsula have yielded only four Early Bronze Age (Umm an-Nar period, 2500–2000 b.c.e.) incense burners: three from the coastal settlement at Ras al-Jinz-2 and one from the hinterland settlement of Dahwa in the northern al-Batinah plain. The latter was found by the authors and is the oldest incense burner to surface so far in the Oman Peninsula, with C14 analysis and related pottery confirming that it dates to 2450–2200 b.c.e. The cylinder seal of A.'s title once belonged to the provincial administration of ancient Egypt, very likely that of nome XVIII of Upper Egypt. The seal type with the [End Page 416] Horus-name, the consistent layout of the artifact as well as the quality of the workmanship all indicate that the bearer of the seal was someone assigned directly by the royal palace. However, it is not representative of the Official Seal seal-type since its inscription does not mention an official title of the bearer. Accordingly, the seal may have been used by several different officials who were charged with related tasks on a case-by-case basis. Such a practice would be an early attestation of a remarkably abstract notion of provincial administration. The seal inscription refers to the seal itself and describes its function. Thus, the focus is not on the seal bearer, but rather on the sealed product, i.e., the grain of the (n)sw.tjw-people. The reference here is not to a specific granary but to grain of a particular origin. This suggests that the seal was used to seal transport containers. The seal marks the above-mentioned people as immediate subordinates of the king, this involving concretely their subordination to the royal administration of the nome in which they live and entailing, e.g., their assignment to a particular royal foundation and the obligation to deliver parts of the harvest they collected. Officials of the nome administration, such as the bearer of the seal in question, collected the grain from the (n)sw.tjw-people on behalf of the king and sealed the containers in which the grain was stored. It thus appears that the permanent linkage of the grain to the (n)sw.tjw-people was a matter of significance, which must have been related to the way in which accounts were kept. The Berlin seal is to be situated within the above context. Since we have no information on the quantities of grain that were to be delivered, or to the harvest or the area under cultivation, we cannot draw any more precise conclusions about the social status of the (n)sw.tjw-people.
