- W4283164094 abstract "In 1965, the Korean government built a dam on the lower Bangudae Valley in order to create a water supply for the Ulsan industrial complex. At that point, there was no established legislation that required archaeological research on sites that would be submerged, and Korean archaeologists had minute interest in rock-art. Hence, it was inevitable that any existing archaeological remains to be submerged by the dam without further investigation. In December 1970, the Cheonjeon-ri Petroglyphs were discovered nearby at an area not affected by the dam. This was followed in December 1971 by the discovery of the Bangudae Petroglyphs in a downstream submerged rocky overhang. Recently, Neolithic shell middens were discovered at Ulsan’s seashore providing evidence for human occupation in the region 7,000 years ago. These archaeological finds attracted new attention regarding the value of the Bangudae Petroglyphs, with the motifs depicting whales and whale-hunting. However, the preservation of the Bangudae Petroglyphs may require the removal of the dam built in 1965 which could then affect drinking water supply for nearly a million residents. When the site of Bangudae was scheduled as a Korean national treasure in 1995, opinions on saving the Petroglyphs began to surface, and its preservation is becoming a major issue within Korean academia. As a result, Ulsan City local government started seeking solutions to reverse the negative effects endured by the Petroglyphs. Three proposals have been put forward: (1) Building a small barrier wall in front of the rock face where the rock art is located; (2) Diverting the river; (3) Lowering the dam’s water level. Lowering the water level was selected among the three proposed solutions after a consultation with the Cultural Heritage Administration of Korea. However, the resulting loss of water supply was not considered. Hence, the preservation of the Bangudae Petroglyphs eventually became a political issue due to the differences of opinion between Ulsan City and the Cultural Heritage Administration of Korea. Ultimately, the prime minister of Korea had to come forward to mediate between the two parties. Consensus is being negotiated between the two agencies and a recent development in the form of an agreement between them to progressively but permanently lower the reservoir waters holds the promise of assuring optimum preservation conditions for the Bangudae Petroglyphs." @default.
