Например, в исследовании PISA глобальная компетентность представляется как многомерная способность, включающая в себя ряд глобальных компетенций. Тавтологичность данного представления в некоторой степени компенсируется перечислением глобальных компетенций: способность ценить и понимать различные точки зрения и мировоззрения, готовность к успешному и уважительному взаимодействию с другими, стремление к принятию мер, направленных на достижение коллективного благополучия и обеспечение устойчивого развития, способность анализировать межкультурные и глобальные проблемы. Однако даже теоретики затрудняются в оценках практической применимости быстро меняющихся представлений об этих компетенциях в целом и об устойчивом развитии в частности, а в докладе Римскому клубу 2018 аргументировано обосновывается, что текущие тенденции не имеют отношения к устойчивому развитию. Данный факт может быть интерпретирован как проявление одного из парадоксов формирующегося информационного общества - из огромного объема общедоступной информации (в том числе, о методах эффективного решения актуальных проблем) используется не более 3%, что вызывает углубление кризиса из-за упущенных возможностей ликвидации угроз устойчивости развития. Статья посвящена ценностно-смысловой пропедевтике как критической технологии, обеспечивающей формирование глобальной компетентности у любого субъекта и позволяющей объективно оценивать результат с помощью системы критериев, апробированных в процессе двадцатилетнего государственного эксперимента. Analytical reviews of trends in the development of the transformation processes of the world community indicate the increased attention to the formation of global competence and the development of critical technologies. As a rule, this fact is explained by the depth of the global socio-economic crisis and the danger of its consequences, which many assess as the possibility of the extinction of humanity as a species. The results of surveys of practitioners show that the main problem for them is the high degree of uncertainty of the semantic field of these terms and the lack of objective criteria for assessing the formation of global skills and competencies, as well as the degree of criticality of technologies. For example, in the PISA study, global competence is presented as a multidimensional ability that includes a number of global competencies. The tautology of this representation is to some extent compensated by the enumeration of global competencies: the ability to appreciate and understand different points of view and outlooks, the willingness to successfully and respectfully interact with others, the desire to take measures aimed at achieving collective well-being and ensuring sustainable development, the ability to analyze cross-cultural and global problems. However, even theorists find it difficult to assess the practical applicability of rapidly changing ideas about these competencies in general and about sustainable development in particular, and the report to the Club of Rome 2018 reasonably argues that current trends are not relevant to sustainable development. This fact can be interpreted as a manifestation of one of the paradoxes of the emerging information society - no more than 3% of the huge amount of publicly available information (including methods for effectively solving urgent problems) is used, which causes a deepening of the crisis due to missed opportunities to eliminate threats to sustainable development. The article is devoted to value-sense propaedeutics as a critical technology that ensures the formation of global competence in any person and allows an objective assessment of the result using a system of criteria tested in the course of a twenty-year state experiment." @default.
